Branch recognition hearings used to happen behind closed technical review. In some settlements they are now public.
The reason is not spectacle. It is legitimacy. Recognition hearings determine whether a branch is treated as continuous with a prior civic identity, whether obligations remain intact, and whether public trust can carry forward without reset. Those are not merely technical questions once the branch already lives inside a civic order.
Public hearings do not eliminate disagreement, but they make the reasoning visible. For settlements where continuity is the foundation of citizenship, that visibility is becoming harder to refuse.
