Reserve windows were supposed to be narrow procedural exceptions. They are now generating enough displacement that appeal handling is becoming a billable service line.
Some operators have begun offering structured appeal support for customers who lose value after a public-priority or emergency block expands. That support can include evidence assembly, alternative-slot negotiation, claims coordination, and custody review of the affected output. In effect, the operator is no longer only selling access to sensors. It is selling a process for contesting the consequences when access turns elastic.
This change says something important about the market. Observation products are no longer simple time slices. They are bundles of access, legitimacy, review rights, and post-window recourse.
