Public-interest override requests in one active survey corridor have doubled over the last review window.
That does not mean every request will be granted. It does mean the route has become politically crowded enough that commercial access, public claims, and institutional review are all competing for the same observational priority. Once that happens, the queue stops looking like a technical scheduler and starts looking like a governance surface.
