The disagreement was not about dramatic symptoms. It was about threshold. Medical staff argued that the subject had met the physiological conditions for review. Governance staff argued that timing irregularities remained too unstable for authority questions to be meaningfully assessed. Both positions were defensible, which is exactly why the delay matters.

The case shows how thin the line still is between health clearance and civic clearance after high-delta exposure. When institutions do not share the same idea of “ready,” quarantine length stops looking purely medical and starts looking political.
