Delta0 is often described as if it were a permanent fact about the human mind. That is a useful simplification for administration and training. It is not a very good description of how timing regimes actually behave.

Koblie’s internal timing framework treats Delta0 as the currently accepted baseline for ordinary human state evolution. In practical terms, it marks the speed at which an average human can process, integrate, remember, and act without formal timing intervention. That baseline matters, but it is not fixed across generations or environments.

Why the baseline moves

Humans do not encounter time in a neutral setting. Tools, interfaces, educational systems, training disciplines, and machine collaboration all reshape how much meaningful state change can occur inside an interval that earlier societies would have treated as ordinary.

This is why the Delta0 of one era can look accelerated to another. The shift does not require the species to become unrecognizable. It only requires the operating environment to increase what can be processed, stored, or coordinated within the same external span.

The same effect appears across settlements. A team living inside a high-discipline relay culture may normalize a different baseline than a surface crew working with looser timing pressure. In both cases, Delta0 remains useful as a local reference. It simply stops being universal in the naive sense.

What Delta0 is for

Most institutions do not need a perfect theory of time. They need a common frame for deciding whether a person, machine, or branch is operating inside expected limits.
