One of the quieter shifts in contact preparedness is the emergence of reserved translation capacity.

Instead of waiting for an event and then improvising compute isolation, larger operators are pre-booking sandbox lanes with strict custody logging, constrained model access, and non-routine retention rules. In effect, they are treating interpretive quarantine as infrastructure that should already exist before it is needed.

That matters because interpretation is no longer just an epistemic problem. It is a capacity problem. Whoever controls the cleanest sandboxes during a high-uncertainty event will shape tempo even if they never own the final reply.
