Public repair halls are beginning to replace private maintenance clubs in several settlements.

The change is partly cultural and partly political. Private clubs carried prestige and deep skill, but they also concentrated continuity support in narrow circles that could quietly shape who received timely care, who inherited techniques, and whose public life remained durable. Public halls spread those capacities more widely and make the maintenance layer feel more like civic infrastructure than guild privilege.

That does not mean the old clubs disappear immediately. It means the settlement is deciding that continuity support belongs closer to the commons.
