Micro-colony charters are getting stricter about failover.
Newer approvals increasingly require evidence that a colony can survive local infrastructure loss without assuming instant rescue from another route, moon, or relay layer. That usually means proving more local redundancy in power, atmosphere support, decision authority, and recovery tooling than earlier charters demanded.
The rule makes expansion slower. It also makes it more honest. Small colonies become much more believable when they are designed to endure their own first failure.
